Palm Beach County Parks, which runs five public golf facilities and two waterparks, publishes its code on a county lightning-safety page: one 15-second horn blast warns patrons to seek shelter, and three shorter 5-second blasts provide the all-clear. At the waterparks a flashing light stays on between the two signals so guests know the alert is still active.

Every version shares the same shape: one long, unmistakable blast to stop, short blasts to resume. If your facility has never written its code down, the county version is the safe default because it matches what installed systems already do. Print it on the scorecard and post it at the pool entrance.

When to Sound It: The 30-Minute Rule and Flash-to-Bang

The National Federation of State High School Associations (NFHS) publishes the default policy most school and park athletic programs copy. The core of it is simple: when thunder is heard or lightning is seen, suspend play for at least 30 minutes and get everyone to a designated safer place. Every new rumble or flash resets the 30-minute clock. If a lightning-detection app or device shows a strike within 10 miles, that can trigger the suspension too, but hearing thunder always takes precedence over the app.

The CDC's lightning guidance backs the same wait time and adds the detail that matters for wide-open venues: lightning can strike more than 10 miles from a storm, which is why it specifically lists golf courses, playgrounds, and swimming pools as places to leave when thunder starts. The City of Euless, Texas, uses the flash-to-bang count in its park athletics lightning policy: count the seconds between the flash and the thunder, divide by five for miles, and suspend play when the count reaches 30 seconds, roughly six miles out.

  • Assign a weather watcher. One named staff member with the remote in their pocket, not a shared duty.
  • Sound the long blast early. Commercial prediction systems aim for 8 to 20 minutes of warning before a strike; the county waterparks budget 8 to 15 minutes for guests to reach shelter.
  • Hold the all-clear until 30 minutes after the last thunder. Rain stopping is not the signal. The clock is.

Setup by Venue

Golf course

Mount the horn on the cart-barn roof edge or a clubhouse post with the trumpets pointed down the first and tenth fairways, not at the patio. Keep the battery on the charger inside and clip it in when storms are in the forecast. Outdoor pool

Pools have the tightest timeline because everyone has to be out of the water and away from wet decks and showers. The county waterparks close every pool the instant the long blast sounds and lifeguards walk guests to the designated area. The CDC guidance adds that plumbing conducts lightning, so the locker-room showers count as water contact and should be held until the all-clear too. Mount the horn on the guard office wall above head height and give the head guard the remote.

Youth sports fields

The NWS analysis of lightning deaths from 2006 through 2019 counted 418 fatalities nationwide, with about two-thirds of victims in outdoor leisure activities. Among sports, soccer led with 12 deaths and golf followed with 10, which is worth remembering when a league treats a horn as a golf-course thing. A four- or six-field complex needs one horn at the concession stand or field house, a written policy that names the weather watcher, and dugouts, bleachers, and picnic shelters listed as unsafe places. Enclosed cars and buses in the lot count as safer places under the NFHS guideline; a dugout roof does not.

Hearing Safety and Staff Protocol

A 150 dB horn is an alarm, not a toy. NIOSH recommends that peak impulse exposure not exceed 140 dB, and OSHA's permissible limit for impulsive noise is the same figure, so the person pressing the remote should not be standing beside the trumpets. Mount the horn high, aim it away from the patio and the guard stand, and trigger it from the remote at a distance, never standing beside the trumpets. Write those rules into the policy with the signal code, the 30-minute clock, and the shelter list, and review it with staff every spring as the NFHS guideline recommends.
